JAKARTA - Parlemen mendukung rencana pemerintah menurunkan harga bensin dan solar awal Januari mendatang. DPR bahkan berjanji meluluskan bila pemerintah berniat mengembalikan harga BBM bersubsidi ke level sebelum dinaikkan 27,5 persen pada 24 Mei lalu.
"Syaratnya, harga minyak mentah tetap di bawah level USD 40 per barel," ujar Wakil Ketua Panitia Anggaran (Panggar) DPR Suharso Monoarfa dalam diskusi PPP Mendengar di Jakarta kemarin (9/12).
Wakil Ketua Komisi XI DPR itu menilai, harga minyak mentah dunia memberi ruang bagi pemerintah dan parlemen untuk menurunkan harga BBM bersubsidi. Karena itu, bila pemerintah mengusulkan, DPR akan menyetujui penurunan harga premium menjadi Rp 5.000 per liter dan solar Rp 4.300 per liter. "Kalau perlu premium diturunkan menjadi Rp 4.500 per liter," katanya.
Dari sisi anggaran, kata Suharso, penetapan harga premium Rp 4.500 per liter dan solar Rp 4.300 per liter tidak masalah. Dengan asumsi kurs Rp 11 ribu per USD dan harga minyak mentah USD 40 per barel, total subsidi yang ditanggung pemerintah hanya sekitar Rp 26 triliun. Bahkan, bila harga premium hanya turun ke level Rp 5.000 per liter, beban subsidi BBM di APBN 2009 hanya berkisar Rp 5 triliun. "Padahal, alokasi subsidi BBM di APBN 2009 mencapai Rp 57 triliun," papar sekretaris Fraksi PPP DPR itu.
Dengan penghematan alokasi subsidi BBM Rp 52 triliun tersebut, Suharso menilai pemerintah tidak perlu pusing menambal defisit anggaran yang diperkirakan meningkat dari 1,2 persen menjadi dua persen.
Menteri Negara Perencanaan Pembangunan/Kepala Bappenas Paskah Suzetta sebelumnya menilai desakan agar pemerintah mengembalikan harga BBM ke level sebelum dinaikkan Mei lalu mustahil dilakukan. Soalnya, beban APBN 2009 meningkat karena anggaran program bantuan langsung tunai Rp 6,06 triliun dan anggaran penyelenggaraan pemilu Rp 9 triliun.
Secara terpisah, Ketua Komite Tetap Kadin Bidang Ekonomi dan Moneter Bambang Soelistyo menilai stimulus penurunan harga BBM bersubsidi akan mempercepat penyehatan perekonomian. Apalagi, bila penurunan harga BBM ditindaklanjuti penurunan tarif transportasi dan harga barang-barang konsumsi. "Biaya distribusi akan turun 20-25 persen, dan harga barang bisa turun 10-15 persen. Akibatnya, daya beli meningkat, konsumsi terdongkrak, pertumbuhan ekonomi meningkat," katanya.
Dengan penguatan konsumsi dan daya beli masyarakat, kata Bambang, produsen juga akan meningkatkan produksi sehingga ancaman PHK bisa dikurangi. "Bahkan, bukan tidak mungkin tercipta lapangan pekerjaan baru," katanya.
Sementara itu, Departemen Energi dan Sumber Daya Mineral (ESDM) selaku departemen teknis yang menggodok berapa besar kemungkinan penurunan harga bensin dan solar pada Januari nanti, hingga kini belum memiliki gambaran kisaran angkanya.
Menteri ESDM Purnomo Yusgiantoro mengatakan, pihaknya masih akan mencermati perkembangan harga minyak dunia.
''Selain itu, untuk memutuskannya, kami harus bertemu dulu dengan Menkeu,'' ujarnya kemarin (9/12).
Menurut Purnomo, apa yang menjadi keputusan sidang OPEC pada pertengahan bulan ini bakal menjadi pertimbangan bagi pemerintah untuk memperkirakan rata-rata harga minyak dunia sepanjang bulan ini dan beberapa bulan ke depan. Maksudnya, jika nanti OPEC kembali memangkas produksi dalam jumlah signifikan, hal tersebut berpotensi mendorong harga minyak dunia kembali naik. ''Keputusan OPEC akan menjadi referensi saja,'' katanya.
Dirjen Migas Evita H. Legowo menambahkan, pihaknya masih kesulitan menentukan harga jual yang ideal untuk bensin dan solar pada Januari nanti. Hal itu disebabkan harga high octane mogas component (bahan baku premium sebelum diolah di kilang) di pasaran internasional lebih tinggi daripada harga patokan minyak mentah Indonesia (Indonesia crude prices/ICP). Pertamina memberi hadiah spesial bagi masyarakat yang biasa mengonsumsi bahan bakar minyak (BBM) nonsubsidi jenis pertamax, pertamax plus, Pertamina dex, dan bio pertamax. Bertepatan dengan ulang tahun (ultah) ke-51 yang jatuh pada 10 Desember, mulai hari ini Pertamina menurunkan harga BBM nonsubsidi untuk sektor transportasi tersebut.
''Perubahan harga itu dilakukan di semua unit pemasaran,'' ujar VP Komunikasi PT Pertamina Anang R. Noor melalui siaran pers tadi malam (9/12).
Sebelumnya, Pertamina memang selalu menyesuaikan harga BBM nonsubsidi setiap awal dan pertengahan bulan. Dengan penyesuaian kali ini, mulai hari ini harga BBM nonsubsidi rata-rata turun Rp 300 per liter.
Untuk BBM jenis pertamax, harga di Unit Pemasaran (UPms) III Wilayah Jakarta dan sekitarnya turun dari Rp 6.800 menjadi Rp 6.500 per liter. Untuk wilayah UPms V Jatim, harga turun dari Rp 6.900 menjadi Rp 6.600 per liter.
Sementara itu, harga baru di beberapa tempat lain, UPms I (Rp 6.800/liter), UPms II (Rp 6.800/liter), UPms IV (Rp 6.600/liter), Bali (Rp 6.700/liter), UPms VI (Rp 6.700/liter), dan UPms VII (Rp 6.800/liter).
Untuk BBM jenis pertamax plus, harga di UPms III turun dari Rp 7.100 menjadi Rp 6.800 per liter dan harga di UPms V turun dari Rp 7.250 menjadi Rp 6.950 per liter. Di UPms I, harganya menjadi Rp 6.950 per liter dan di UPms VI menjadi Rp 7.000 per liter.
Harga BBM jenis Pertamina dex (solar) di UPms III turun dari Rp 8.100 menjadi Rp 8.000 per liter. Namun, harga di UPms V tidak mengalami penyesuaian, yakni tetap Rp 8.100 per liter.
Untuk biofuel jenis bio pertamax, harga di UPms III turun dari Rp 6.800 menjadi Rp 6.500 per liter dan di UPms V turun dari Rp 6.900 menjadi Rp 6.600 per liter. (noe/owi/kim)

Rencana Makkah dan Masjid Al Haram yang Sedang Ganti Total Wajah
Perubahan total wajah Kota Makkah ini sebenarnya sudah lama direncanakan: 1989. Tapi, memang banyak pekerjaan perencanaan yang harus dilalui sehingga secara fisik, pembebasan tanahnya baru bisa dilakukan pada 2004.
Perencanaannya pun cukup hati-hati. Untuk menggusur peninggalan bersejarah, misalnya, sampai dilakukan pengecekan secara internasional. Termasuk penggusuran benteng Ajyad yang dibangun pada 1775 yang diprotes oleh Turki: ternyata bangunan itu tidak termasuk yang dilindungi Unesco, badan PBB untuk urusan kebudayaan.
Meski begitu, pemerintah Arab Saudi tetap akan mengabadikannya dengan cara ini: membangun replika benteng itu. Hanya, replika itu tidak akan dibangun di tempat asalnya. Replika itu akan dicarikan tempat yang lebih terhormat dalam keseluruhan tata Kota Makkah yang baru.
Total ada enam proyek superblok di pusat Kota Makkah, yang berarti di sekitar Masjid Al Haram. Kalau di sebelah barat masjid ada superblok Jabal Omar, di sebelah timur masjid ada proyek superblok Jabal Khandama. Sebagaimana juga proyek Jabal Omar, superblok Jabal Khandama akan berupa bangunan-bangunan apartemen pencakar langit, hotel-hotel bintang lima, mal, dan segala macam keperluan orang hidup.
Kalau proyek Jabal Omar seluas 23 hektare, Jabal Khandama tiga kali lipatnya. Karena letak Jabal Khandama berdekatan dengan Jabal Kubes, berarti lokasinya di sekitar istana. Di lokasi ini memang ada istana yang khusus dipergunakan oleh keluarga kerajaan kalau sedang berada di Makkah. Istana ini berupa bangunan tinggi yang dari lantai tertentu bisa melihat Kakbah. Maklum, bangunan istana ini memang praktis menempel di Masjid Al Haram, dekat Babul Malik. Yang belum jelas adalah apakah istana ini termasuk yang harus digusur, karena lokasinya yang terlalu mepet masjid. Atau tetap dipertahankan karena bangunan itu sendiri masih relatif baru.
Enam proyek superblok baru inilah yang akan mengubah secara total wajah Kota Makkah. Juga mengubah pemandangan sekitar Masjid Al Haram. Maklum, lokasi enam proyek tersebut semuanya di sekitar masjid. Bahkan, menjadikan masjid sebagai sentrumnya.
Desain-desain tata kota di enam superblok itu juga dirancang secara terbuka. Layout proyek-proyek itu ditenderkan secara internasional. Juga antara satu proyek dan lima lain harus sinkron dan menjadi satu kesatuan perencanaan. Untuk mengikuti tender itu sudah ada pedoman dasarnya. Yakni, satu perencanaan tata Kota Makkah yang baru, yang disiapkan oleh perusahaan ahli tata kota modern dari Prancis: Atelier Lion. Berdasarkan konsep dasar itulah, peserta sayembara tata kota mengerjakan perencanaan detail enam proyek di sekitar Masjid Al Haram itu. Termasuk dua proyek utama: Jabal Omar dan Jabal Khandama di dekat Jabal Kubes itu.
Dengan enam superblok itu, gaya hidup penduduk Makkah akan berubah total. Dari kebiasaan lama tinggal di rumah-rumah biasa, menjadi berumah di apartemen-apartemen. Ini akan sama dengan apa yang terjadi di dunia Barat. Budaya rumah lama dengan tatanan khas Arabnya akan mengalami perubahan drastis. Dari wajah lahirnya, Kota Makkah masa depan akan terlihat seperti Kota New York atau Singapura.
Penataan Makkah memang boleh dibilang belakangan. Pemerintah kelihatannya lebih mendahulukan penataan Kota Madinah. Kota Madinah (tempat Nabi Muhammad SAW melanjutkan penyebaran agama sampai meninggal dunia) memang sudah sepuluh tahun terakhir ini terlihat sangat cantik. Taman-tamannya luas dan banyak pepohonan. Masjid Nabawi sendiri dibangun kembali dengan sangat cantiknya: termasuk kawasan sekitar masjid. Sistem toiletnya yang di bawah tanah itu bisa dibilang sempurna untuk memenuhi kebutuhan jutaan jamaah haji: bersih, modern, dan naik turunnya memakai eskalator.
Halaman masjidnya yang sangat luas, di samping bisa menampung banyak jamaah, juga menjadi landskap tersendiri bagi masjid itu. Tapi, memang masih ada kelemahannya. Kalau lagi musim panas, halaman itu silau dan membuat kaki yang menginjaknya belingsatan. Tahun ini semua kelemahan itu sudah dipecahkan: halaman itu dipasangi payung-payung raksasa dengan sistem buka tutup elektronik. Bahan-bahannya juga sangat luks sehingga terkesan sangat modern. Pada musim panas, halaman itu praktis berpayung. Sedangkan di musim sejuk, payung-payung itu menutup dan bentuk tertutupnya menjadi hiasan yang memperindah masjid.
Ide memayungi halaman Masjid Nabawi tersebut rupanya datang dari pengalaman masjid itu sendiri saat dilakukan pembangunan secara besar-besaran 20 tahun lalu. Di bagian dalam Masjid Nabawi, terutama yang menghubungkan bangunan lama dan baru, juga ada ruang tembus langit yang cukup luas. Ruang ini menjadi bagian dari masjid dan justru menjadi unsur ventilasi raksasa bagi masjid yang atapnya begitu masif.
Pada saat-saat tertentu, ventilasi ini ditutupi payung-payung. Di saat tertentu, seperti waktu malam atau pagi, payung-payung itu ditutup. Bentuk payung-payung penutup itu seperti hiasan interior tersendiri bagi masjid besar tersebut.
Rupanya dari situ pula pelajaran dipetik: di Makkah, di Masjid Al Haram, juga akan dipasang "payung" serupa. Memang berada di pelataran sekitar Kakbah bisa memberikan suasana kerohanian yang khusus. Terutama pada jam-jam menjelang sahur di bulan puasa. Namun, di musim panas, terutama tengah hari, pelataran di sekitar Kakbah panasnya bukan main. Padahal, kita harus bertelanjang kaki di situ. Marmer pelataran itu memang sangat menyejukkan, tapi di puncak musim panas tetap saja luar biasa menyengatnya. Dengan pemasangan "payung-payung" itu nanti, soal ini juga terpecahkan. Apalagi, secara desain payung itu sudah disesuaikan dengan lingkungan Masjid Al Haram, termasuk keberadaan Kakbahnya.
Melihat maket Masjid Al Haram berpayung, rasanya baik-baik saja. Artinya, tidak ada perasaan kebatinan yang terganggu kesuciannya oleh kehadiran benda-benda baru yang didesain indah itu. Entahlah bagi orang yang berpendapat bahwa Masjid Al Haram harus dipertahankan keasliannya karena merupakan tempat paling suci di mata umat Islam
Industri Otomotif Prediksi Pasar Susut 30 Persen
JAKARTA - Mendung, tampaknya, akan terus menggelayuti industri otomotif hingga tahun depan. Bahkan, di tengah perhelatan pameran sepeda motor terbesar di tanah air bertajuk Jakarta Motorcycle Show 2008, seluruh pengusaha otomotif mencoba realistis. Alih-alih menaikkan penjualan, semua bahkan memproyeksi pasar otomotif tahun depan akan terkoreksi hingga kisaran 30 persen dari pencapaian tahun ini.
Ketua Umum Asosiasi Industri Sepeda Motor Indonesia (AISI) Gunadi Sindhuwinata mengatakan, kemungkinan turunnya lagi harga BBM menyusul terus turunnya harga minyak dunia tidak akan menjadi faktor signifikan untuk mendongkrak pasar otomotif. ''Lumayan, tapi memang tidak signifikan,'' ujar presiden direktur Indomobil Sukses International Tbk itu ketika dihubungi kemarin (7/12). Menurut Gunadi, turunnya harga BBM sedikit meringankan beban belanja transportasi masyarakat. Biaya produksi akan sedikit terbantu dengan turunnya harga BBM industri.
Gunadi menambahkan, dengan komposisi pembelian sepeda motor yang 85 persen dilakukan secara kredit, penurunan suku bunga jauh lebih berpengaruh daripada turunnya harga BBM. ''Kalau suku bunga sedikit dilonggarkan, efeknya akan lumayan,'' katanya.
Karena itu, pihaknya menyambut gembira keputusan Bank Indonesia yang menurunkan suku bunga acuan sebesar 25 basis poin ke 9,25 persen. ''Namun, yang jadi pertanyaan selanjutnya, apakah ada cukup likuiditas di pasar pembiayaan? Inilah kesulitan yang akan dihadapi industri otomotif,'' terangnya.
Sementara itu, tentang target penjualan sepeda motor 2009, Gunadi mengatakan mungkin akan terkoreksi sekitar 30 persen. Menurut dia, tahun ini pelaku usaha sudah mendapatkan bonus pertumbuhan pasar yang lebih besar daripada ekspektasi. ''Tahun ini, target kami sebenarnya hanya naik 15 persen dari 2007. Namun, kenyataannya bisa tembus hingga 44 persen,'' ujarnya.
Sepanjang Januari hingga Oktober 2008, penjualan motor sudah mencapai 5,319 juta unit. Hingga akhir tahun, diproyeksikan jumlahnya menembus enam juta unit. ''Tahun depan, proyeksi kami hanya akan ada di kisaran empat juta unit,'' katanya.
Meski demikian, lanjut Gunadi, pihaknya masih menyimpan optimisme bahwa pasar otomotif berpotensi membaik mulai kuartal II 2009. Syaratnya, suku bunga bisa kembali turun dan angka inflasi terjaga. ''Kalau itu bisa terpenuhi, masih ada peluang bagi otomotif untuk bangkit,'' tandasnya.
Dihubungi terpisah, Vice Presdir PT Yamaha Motor Kencana Indonesia (YMKI) Dyonisius Beti mengatakan, pasar sepeda motor memang berpotensi menciut tahun depan. ''Turunnya harga BBM tidak bisa langsung mengembalikan daya beli masyarakat,'' tuturnya.
Sebelumnya, Direktur Marketing PT Astra Honda Motor Johanes Loman menyampaikan proyeksi yang lebih optimistis. ''Kalau AISI memproyeksi penjualan tahun depan hanya empat juta, kita sedikit lebih tinggi. Prediksinya 4,5 juta, atau maksimal lima juta unit,'' ujarnya.
Bagaimana pasar otomotif roda empat? Setali tiga uang, Ketua Gabungan Industri Kendaraan Bermotor Indonesia (Gaikindo) Bambang Trisulo mengatakan, tahun depan pasar diproyeksikan terpangkas hingga 30 persen dari proyeksi pasar tahun ini yang mencapai 600 ribu unit. ''Mungkin di kisaran 400 ribu unit,'' katanya.
Berbagai langkah antisipasi pun sudah diambil. Menurut Bambang, di antaranya adalah efisiensi berupa me-manage gaji dan operasi, pengurangan jam kerja, pengurangan shift, pengurangan lembur, hingga meninjau kembali kontrak-kontrak dengan pemasok. ''Yang jelas, hingga saat ini, belum ada pegawai yang di-PHK karena krisis ini,'' terangnya.
Apa yang bisa dilakukan pemerintah? Dirjen Alat Transportasi dan Telematika Departemen Perindustrian Budi Darmadi mengatakan, saat harga BBM naik, daya beli masyarakat memang melorot. Namun, saat BBM turun, daya beli masyarakat tidak serta-merta akan terangkat. ''Industri otomotif ini kompleks,'' kata Budi.
Menurut dia, dalam kondisi saat ini, pasar otomotif lebih sensitif terhadap isu suku bunga pembiayaan jika dibandingkan dengan isu turunnya harga BBM. Sebab, mayoritas pembelian produk otomotif di Indonesia, baik roda empat maupun roda dua, dilakukan secara kredit. ''Kalau suku bunga bisa turun, ini akan lebih membantu,'' terangnya.
Januari Harga Bensin dan Solar Turun
JAKARTA - Janji menurunkan harga BBM dilontarkan lagi oleh pemerintah. Bahkan, pada Idul Adha kemarin (8/12), pemerintah melalui Wakil Presiden Jusuf Kalla kembali berkomitmen bahwa harga bahan bakar yang paling banyak digunakan rakyat Indonesia, bensin dan solar, turun pada Januari nanti.
Namun, besaran penurunannya belum bisa disampaikan karena masih menunggu perkembangan harga minyak internasional setelah keputusan sidang negara-negara pengekspor minyak (OPEC) pada pertengahan bulan ini. "Harga BBM turun awal Januari-lah. Kita masih tunggu apa yang akan dibuat OPEC dengan harga minyak mentah yang terus turun ini," ujar Jusuf Kalla setelah menyerahkan hewan kurban di Kantor DPP Partai Golkar, Slipi, Jakarta Barat, kemarin.
Setelah mengetahui keputusan OPEC, Wapres menjanjikan pemerintah menghitung formula harga BBM bersubsidi yang baru berdasarkan tiga faktor, yaitu harga rata-rata, pasokan, dan nilai tukar rupiah. "Salah satu patokannya, harga rata-rata (minyak mentah internasional) sudah turun. Kita tunggu harga terakhir (setelah pengumuman hasil sidang OPEC)," paparnya.
Keputusan sidang OPEC memang sangat menentukan harga minyak mentah dunia. Kepada jaringan berita Associated Press, Presiden OPEC Chakib Khelil menyatakan, kemungkinan organisasi tersebut menurunkan secara besar-besaran kuota produksinya dalam pertemuan 17 Desember mendatang di Algeria. Chakib Khelil tak menyebutkan secara rinci seberapa besar pemangkasan kuota produksi itu. Namun, beberapa analis memperkirakan pemotongan produksi itu dapat mencapai 2 juta barel per hari.
Kemarin kontrak pengiriman minyak mentah jenis light sweet naik USD 2,45 menjadi USD 43,26 per barel dalam transaksi New York Mercantile Exchange sesi sore di Singapura. Kontrak tersebut sempat anjlok hingga USD 40,50 per barel atau level yang terakhir terjadi pada Desember 2004.
Wapres mengakui, selain mempertimbangkan faktor-faktor teknis penentuan harga BBM bersubsidi, pemerintah memperhitungkan kondisi di masa depan. Salah satunya rencana mengambangkan harga premium pada mekanisme pasar, seperti yang dilakukan sebelumnya pada produk pertamax dan pertamax plus.
"Memang rencananya (premium) tidak akan lagi disubsidi. Harga sekarang ini (Rp 5.500 per liter) kan juga sudah tidak disubsidi. Sejak dulu konsepnya memang (subsidi premium) akan dihapus," katanya.
Bila rencana tersebut jadi diberlakukan, harga premium akan naik-turun sesuai harga keekonomiannya, yakni harga pokok produksi berdasarkan harga patokan minyak mentah di Singapura atau Mid Oil Platts Singapore (MOPS) plus alpha sembilan persen, ditambah pajak bahan bakar kendaraan bermotor (PBBKB) maksimal lima persen, dan pajak pertambahan nilai (PPN) sepuluh persen. "Jadi, (harga premium) kita serahkan pada harga keekonomiannya. Kita hanya menyubsidi yang betul-betul digunakan untuk komersial, seperti truk dan pabrik-pabrik. Kalau premium kan sebagian besar untuk kendaraan pribadi," tegasnya.
Sebaliknya, pemerintah akan menambah alokasi subsidi BBM untuk bahan bakar yang sangat dibutuhkan untuk menggerakkan sektor riil, yakni solar. "Karena harga internasional sudah turun, (harga solar) pasti kita turunkan," tegasnya.
Pemerintah pada awal Desember lalu sudah menurunkan harga BBM bersubsidi jenis premium Rp 500 dari Rp 6.000 menjadi Rp 5.500 per liter. Penurunan harga itu dilakukan menyusul anjloknya harga minyak mentah dunia dari USD 147 per barel pada Juni 2008 menjadi USD 46 per barel awal Desember.
Ceiling Price
Di tempat terpisah, Menteri Keuangan Sri Mulyani mengatakan, pemerintah tengah menghitung formulasi penurunan harga BBM jenis premium dan solar. "Hitung-hitungan tersebut akan mempertimbangkan agar naik turunnya harga BBM dalam negeri tidak mendadak," ujar Sri Mulyani setelah salat Idul Adha di Kantor Direktorat Jenderal (Ditjen) Pajak, Jakarta, kemarin.
"Kami sedang menghitung lagi formulasinya, terutama untuk 2009. Kan Bapak Presiden nanti yang memutuskan sesuai pernyataan kemarin," lanjut Menkeu.
Akhir pekan lalu Presiden Susilo Bambang Yudhoyono mengatakan akan menurunkan harga premium dan solar menyusul adanya penurunan harga minyak dunia.
Menkeu mengatakan, untuk sementara pemerintah akan menggunakan formula ceiling price (penetapan batas atas harga) atau semacam formula agar naik turun harga BBM nanti tidak mendadak dan untuk kesiapan SPBU. Pasalnya, harga minyak dunia masih fluktuatif dan harganya naik turun. "Naik turunnya itu kan harian, kadang-kadang USD 54 per barel kadang turun lagi ke USD 49 per barel, dan seterusnya," ujar Menkeu.
Penetapan formula itu untuk melindungi masyarakat. Dengan demikian, ketika harga turun, masyarakat bisa menikmati. Namun, jika harga minyak dunia kembali naik, diupayakan kenaikannya tidak terlalu drastis.
Menurut Menkeu, penetapan formula itu tidak akan memengaruhi bujet negara karena saat ini sudah memasuki akhir tahun. "2008 tinggal tiga minggu. Sebentar lagi kan sudah mau selesai. Jadi, sudah tidak ada pengaruhnya ke bujet kita," tutur Ani, sapaan Menkeu.
Anggota Komisi VII DPR Tjatur Sapto Edy memaparkan, berapa harga keekonomian BBM bulan depan bisa diketahui dengan menghitung rata-rata harga minyak mentah dan kurs rupiah sepanjang Desember ini.
Dengan asumsi harga patokan minyak mentah Indonesia (Indonesia Crude Price/ICP) di kisaran USD 40-45 per barel dan kurs rupiah di kisaran Rp 12.500 per USD, harga keekonomian bensin bisa mencapai Rp 4.500 per liter dan solar Rp 5.500 per liter. Harga tersebut, kata dia, sudah memperhitungkan besaran MOPS + alpha 9 persen untuk biaya distribusi dan margin Pertamina, ditambah PPN dan PBBKB.
Karena itu, kata Tjatur, kalau pemerintah tidak ingin dikatakan melanggar UU APBN yang mengatur harga BBM bersubsidi, harga bensin dan solar Januari nanti tidak boleh lebih tinggi dari harga keekonomian tersebut. ''Kalau lebih tinggi, berarti rakyat yang menyubsidi negara. Jika ini terjadi, pemerintah bisa dikatakan melanggar UU APBN,'' kata anggota DPR dari PAN itu.
Sementara itu, terkait rencana pemerintah memberlakukan sistem harga BBM bersubsidi mengambang (floating) berdasarkan fluktuasi harga minyak mentah, Tjatur mengatakan masih bisa menerima. ''Namun, harus tetap ada batas atas. Jika tidak, itu sama saja dengan menyerahkan hajat hidup orang banyak pada harga minyak dunia yang sering disetir para spekulan,'' ujarnya.

Berkebun di Atap Mobil
OKINAWA - Tak perlu riset dan biaya produksi miliaran rupiah untuk menciptakan mobil ramah lingkungan atau green car. Menurut produser musik dari Pulau Okinawa, Jepang, Mitsuji Chinen, setiap orang bahkan bisa menjadikan mobilnya sebagai green car. Dia mencontohkan dengan menanam rumput di atas atap mobilnya. Proyek green car ala Chinen itu hanya butuh pelapis antiair, media tanam dari serabut kelapa, dan tentu saja rumput. Dalam tempo empat bulan, rumput di atas atap Toyota Starlet milik Chinen tumbuh 10 cm.
Selain tampilan mobilnya menjadi istimewa, lapisan rumput di atas atap membuat mobil Chinen semakin nyaman dan "dingin" saat dikendarai. Kini, dia tak butuh lagi memasang air conditioning (AC) terlalu lama, saat musim panas. Di luar urusan mobil, kreatifitas Chinen menanam rumput di atap mobil membuat namanya dikenal di seluruh kota sebagai duta baru untuk pelestarian lingkungan. "Saya bermimpi ada sejengkal rumput di setiap bus dan taksi di Jepang untuk mengurangi global warming," ucapnya. (EPA/kim)
